Last fall, the Chongqing municipal government put forward the goal of building Chongqing into a safety and security demonstration city, among which the standardized use, standardized inspection and safe operation of special equipment is one of the important tasks. The range of special equipment is very wide, including elevators, pressure pipelines, pressure vessels, Cableways in scenic spots, cranes, amusement equipment, etc., involving production, transportation, tourism, etc. all aspects are inseparable from special equipment.
From the 13th to the end of this year, Chongqing Municipal Bureau of quality supervision will cooperate with more than 10 departments, including the government, Education Commission, urban and rural construction commission, Transportation Commission, Commerce Commission, water resources bureau, land and Resources Bureau, Tourism Bureau and Health Bureau, to investigate the three accounts of special equipment in Chongqing: equipment, operators and potential accidents, and deal with three non-compliance (illegal production, illegal use and illegal inspection) and three violations (violation of special equipment safety laws and regulations, technical specifications and standards, and operating procedures) heavy cleaning.
Five major elevator problems perplex safety
According to statistics, there were 10 special equipment accidents in 2011, including 7 deaths and 5 injuries. Among them, 2 elevators were highly concerned by the public. From January to April this year, there were 5 special equipment accidents, including 3 cranes, 1 elevator and 1 penstock, resulting in 4 deaths and 1 injury.
At present, there are still five major problems with elevators in Chongqing: small horse pulling carts, illegal assembly elevators, difficult transformation of old elevators, poor maintenance quality, many complaints and reports, and high energy consuming elevators.
The key inspection items include not only the production, installation and use links, but also the transformation, repair and maintenance links. If the license or inspection report is forged, fabricated, leased, lent or transferred, the relevant responsible units may be blacklisted.
Chongqing opens high-rise elevator investigation
As of 2011, there were 49333 elevators, 37060 passenger elevators and 5978 escalators in Chongqing, an increase of 27.3% over 2010. In the main urban area of Chongqing, the number of elevators in Jiangbei District of Chongqing increased the most, with 5496 exceeding 5243 in Yuzhong District, becoming the area with the largest number of elevators in the main urban area of Chongqing. Shapingba District and Yubei District of Chongqing also had the number of elevators breaking the 5000 mark.
Old elevators are passenger elevators that have been used for more than 10 years and are still in operation. At present, in the main urban area, this kind of elevator accounts for more than 10% of the total number of elevators, with a total of 5796. Among them, there are 523 in Yuzhong District of Chongqing, which has the largest number of old elevators. It is planned to be reconstructed in 2014. At present, there are only 15 old elevators in Jiangbei District of Chongqing, which has the largest number of elevators.
On the 13th, Chongqing has launched a safety investigation on more than 2000 high-rise elevators in the city (elevators with 30 floors and above).
